Senate Bill 201, introduced for 2024 SD State Legislature, has become a "hot topic" between District 4 candidates. You can read the bill direct from the SD State Legislature page by clicking this link - https://sdlegislature.gov/Session/Bill/25010/265775
There seems to be some mud-slinging going on in the District 4 House race. The antagonists to SB201 are happily out trying to pigeon hole me. Social media is a great way to vent. I do not have the time or energy to ferret out every comment. Please accept this as an answer to your curiosity about my thoughts. I hope you find it engaging beyond the sound byte level employed by keyboard warriors in echo chambers nationwide. Please understand that on the occasion you want to discuss this with me I can be reached in multiple ways. I won’t put words in your mouth, please don’t attempt that with me.
I have several years of experience handling CO2 on trucks. I was loading CO2 on 9/11. A group of us watched in horror in the control room of the distillery as those events unfolded. CO2 is an atmospheric gas produced by bacteria. It is a building block of life.
The production of ethanol also produces CO2, among other co-products. The attempt to un-couple ethanol and CO2 will ultimately yield neither and would crush the ethanol industry. I do not want to crush the ethanol industry and the benefits District 4 realizes from it.
Currently imported ethanol is more attractive in the marketplace than District 4 produced ethanol. This is due to the CO2 emissions our ethanol plants produce.
CO2 capture would move District 4 ethanol back into our entire United States marketplace. It is a necessary step forward to advance our ethanol industry and make District 4 ethanol the most desirable in the marketplace.
Much speculation has been generated about the safety of pipelines. As a former hazardous materials qualified carrier I can proclaim that pipelines are safe. PHSMA regulates the transportation of haz mat. I regularly took safety training to be in compliance with federal rules. The pipeline industry and the regulating authorities could not function without robust safety measures in place.
A popular argument against the pipelines is the reference to YouTube videos. I’ve watched these. I’ve also enjoyed the myriad of other videos available showing things blow up. Quite thrilling. And you can watch them over and over again.
Pipelines are the basis for crude oil, and the products of oil refinement, transport nationwide. Pipelines transport water, sewage, natural gas, propane, etc. Pipelines are effectively the arteries and veins of the US economy.
SB201 monetizes the transport of CO2. This will provide some limited property tax relief in the counties impacted by pipeline installation.
District 4 ethanol plants and the shareholders will benefit from nearly half a billion dollars in increased income over the 10 years following CO2 capture. This is no small amount of money. For most small business’s it will positively impact their bottom line. This is local, District 4 income.
Nearly 3 of 4 landowners approached for easements accepted the offer. Some participants likely made counter offers and negotiated their easements. I thank all those participants for their continued commitment to ethanol production in District 4. We all will benefit from your foresight.
As your District 4 representative I will do my best to avoid getting snared into myopic positions. I do my own research and am un-reliant on 3rd party out of state PAC’s for my information. I have spoken with people from every aspect of this issue all of whom are South Dakotans. Ethanol and all the benefits we enjoy from this District 4 industry are important to me. Don’t allow misinformation or a lack of awareness kill the ethanol industry in District 4. Please vote Kent Roe November 5 for District 4 House.
